The 21+ rules, plainly
The Cannabis Control Division is clear on age:
- Adult-use purchases are 21+, after the dispensary checks age and identity with a valid ID.
- Ages 18 to 20 can only buy through the medical cannabis program.
- Under 21 without a medical card means you can't be on the premises, even with a parent or guardian.
- Working in the industry is also 21+: no licensee or employee can be under 21.

Buying near the Texas line
Las Cruces is close to El Paso, TX. The CCD's guide says cannabis products must be an intrastate (in-state) purchase, and there's no reciprocal use of product from another state. Other states have their own laws.
